Step 1: Create a New Document 400 x 400 px. Using the Gradient Tool, draw a blue gradient on the background like on the next picture. Colors I used are: #2f8bc0 to #6dc5de.

Step 2: First create a new layer, than with Ellipse tool create bunch of random white circles (you can press shift to get perfect circles). Set your settings like on the next picture:

And try to get something like this:

Step 3: The cloud looks quite nice already, but to give it some more detail, you must apply the following layer styles to your cloud layer: Inner Shadow, Outer Glow, Stroke. To get to  the layer styles press right mouse on your cloud layer and than blending options like on the next picture:

After that set your settings like on the next pictures (feel free to modify your layer styles):

And you will get something like this:
